PFDC Acting President Darin Cox will discuss Public Relations efforts of the PFDC including our support for the PA State Animal Response Team.

PFDC Vice President and Legislative Chair Julian Prager will discuss pending legislation in PA and nationally, along with proposals he sees on the horizon and what dog sports enthusiasts can do about them.

We have grave concerns about this City of Philadelphia Ordinance (Bill No 110210-A)

We support the requirements for shelter reporting, but want them to document animals coming into the facility and whether they come from in-state or out of state.  The rest of it is largely excessive government intrusion restricting personal freedom.

PFDC Opposes Senate Bill 610 PDF Print E-mail

Senate Bill 610 requires that no dog or cat be adopted from a releasing agency unless it has been spayed or neutered by a veterinarian of the agency.  It would not longer allow dogs or cats to be released with a promise to alter the animal along with a deposit.  Besides the obvious loss of flexibility for shelters, humane societies and rescues, it ignores the fact that most rescues do not employ veterinarians.

So as currently written, we must oppose Senate Bill 610.

 
PFDC Neutral on Tethering Bill HB826 PDF Print E-mail

While the PFDC continues to question the need for a Tethering Law, we recognize that Legislators have addressed a number of the practical concerns within House Bill 826.  Therefore we are not opposing the Bill, but certainly do not support it. 

Our preferred approach to people cruelly tying their dog outside with no human contact is to strengthen the Cruelty Laws.  Tethering can be used in a humane manner.

Qualified Support for HB 165 PDF Print E-mail

If you own or co-own a dog that you know or should know has a propensity to attack, and it does so against a service dog, you will be guilty of a misdemeanor.  With minor revisions, we support this Bill.  It should only penalize the co-owner in possession or control of the animal at the time of the incident.
